The recent spate of rape cases in Haryana, the ugly spat between the Punjab police chief and Capt Amrinder Singh, and Chandigarh SP caught red handed taking a bribe of one lac from a SHO, have again focused our attention on the declining state of the police force, and its politicization  The common man is losing faith in the force.  It is seen that the rich pay the police and get away. Where does the poor man go, when he is wronged?  He dreads to go to a police station as he has no faith.  He knows that first thing that the police man on duty will do is to talk rudely, perhaps slap him, make him wait endlessly, and then harass him for a bribe even to nab the culprits. If the culprits are caught, the police will make money from them also. What to talk of poor people, even educated people think twice before approaching the police. Some time back, there was a theft in a widow’s house in our area.  She complained to the police. The thief was not caught, but her life was made miserable. The police men would come to her house under the pretext of gathering details, plonk themselves, and demand ‘chai- pani’.  She got fed up. Thereafter, she never went near a police station, and rather approached a retired army officer who was her neighbor, for help.
I have horrifying memories of the police in my village when I was a young boy. The ‘thanedar’ would come to the village, tie up the suspected people to a tree, at will, and thrash them with a stick in full glare of the public. Then they would round up the cattle, and take these to the police station, depriving the family of livelihood. That was the British legacy of tyranny.  I thought, some day, things will improve. Not much has changed in terms of ruthlessness, corruption, and credibility of the police. Today, it is not only corrupt and ill trained, but highly politicised.  The Supreme Court’s long pending recommendations on police reforms be damned, as far as the politicians are concerned as it does not suit them.
Yes, the police has improved in terms of IT, and modern equipment, but the mind set remains the same. The first thing that a new CM of any state does is to appoint police chief of his choice, and thereafter use the state police to further his political agendas. The police also toe the line, as it helps them to make money, and wield undue authority in the name of the ruling politicians. The common man may have to run from pillar to post to file an FIR, but a large police force remains at the beck and call of VIPs. That makes the police not only corrupt but also results in neglect of their basic policing duties. So, you have crimes of all kinds galore.
The police is meant for the public and not politicians. The IPS officers have to give a lead, awaken their conscience, and stop being a stooge of political leaders. They are a chosen few and must live up to the esteemed name of the Indian police service.  What will happen – transfers, no ill gotten money?  Once they set a personal example of professional honesty, the other police men will follow. They must also improve their training and remain physically fit. Once they do it, their self esteem will improve, and the  police reforms would have begun by their very actions of propriety. Remember, a police man is also in uniform. He must keep its dignity. He can do it if he places people before self. Let’s see a change in the police for the ‘aam admi’, for a happy and healthy society.

A stray bull took a life when it attacked a pedestrian in Sirsa. Mahinderpal was seriously hurt in the attack on October 21, while he was returning home in the evening. He was undergoing treatment in a private hospital. where he succumbed to his injuries today.

A seminar was held on the 10th anniversary of English Promotion Forum Sirsa at Club City resort last evening. See the 2 videos below, each of 20 minutes covering the entire seminar.
There was small test for English for everyone in the form of True or False. Debates/lectures on three topics: 1. Decline in Moral and ethical values. 2. Rituals like HAVANA are they necessary?. 3. Women can do multifarious jobs competently. 4. Importance of Hormones (omitted later). Chief Guest at the Seminar was Sh Amir Chawla former chairman HSSC. President of the forum, former DSP RS Saharan, chief patron Dr RS Sangwan spoke about the importance of English. Ms Shipra Miglani  anchored the seminar vivaciously. Aishwarya Puri, Chirag Sheoran and Monika stood 1st, 2nd and 3rd respectively in the lecture/debate contest. Prof Ravinder Puri, Shingara Singh Advocate, and Mahesh Parik Advocate were the jury members.

No Connections in Sirsa but one and only one, Jaspal Bhatti was connected to everyone who had watched his satire. SirsaNews pays homage to the great actor, who made public aware about serious issues through his funny bone.
Jaspal Bhatti died in a tragic road accident near Shahkot near Jalandhar in Punjab at around 3AM today.
Often addressed as a comedian, but I always respect him as a man who made public aware about serious issues through laughter.
Prime Minister of India Dr. Manmohan Singh has given best words for him, “The country has lost a person who pioneered a unique perspective on probity in public life not only did he contribute in his own way to reform society he did it with a light and humorous touch.

Watch Video: Sanjhi Competition was held at DIPRO Sirsa Office today. Sanjhi is a traditional festival of Haryana celebrated during the Navrtras, mostly on the last Navratara. Sanjhi festival is mainly celebrated by the unmarried girls in rural Haryana in the month of October. Sanjhi is the name given to images of the Mother Goddess, which are made of cow-dung paste and is molded into various shapes such as stars, moon, sun, face of the goddess etc. are given different colors. The image is designed on the first day of the nine days of Durga Puja or navratras. The Sanjhi festival ends with the immersion of Sanjhi on the day of Dussehra

Dr Raj Shri Singh IPS SP Sirsa paid tribute at Police Lines Sirsa on Sunday to brave Central Police Reserve Force (CRPF) martyrs who laid down their lives, while fighting the Chinese insurgents in Ladakh.
A parade was also organised to mark the occasion and rich tributes were paid to 575 police personnel who laid down their lives while on duty all over the country during the past one year.
On October 21, 1959, Deputy Superintendent of Police Karam Singh and 20 soldiers were attacked by the Chinese Army at Hot Springs in Ladakh resulting in 10 casualties.
The survivors were imprisoned. Since then, October 21 is observed as Police Commemoration Day.
A function to mark the day was held at Police Lines SIRSA. This type of function is held in all Police Lines of the country in order to pay homage to the slain policemen throughout the country.
Hot Spring is situated in the Aksai area of Ladakh with an inhospitable terrain at an altitude ranging between 15000-16000 feet and passes over 18000 feet high devoid of any inhabitation or vegetation.
Every year, since 1961 a police party visits Hot Spring in Ladakh to pay homage to 10 CRPF personnel killed by the Chinese in 1959.

A special guest lecture was organized by CSE and IT department in JCDM college of Engineering at JCDV Campus. The Key note speaker on the occasion was Mr. Anshul Aggarwal, Finance & Operation Lead, Tata Consultancy Services. The main theme of the lecture was “How to succeed in Career”.  In his lecture Mr. Anshul motivated the students of Final year CSE/IT department for implementation of three success factors – Communication, Commitment and Continuous learning for better career and better life.  This 3 C’s are required to remain sustained in their life especially in Industrial career. He also demonstrated the importance of proper communication by playing a game with the students. He explained various technical aspects related to the selection criteria of a company and answered the queries of students related to – how to prepare for a best company, what basic knowledge they should acquire for fresh entry in a company etc. At the end of lecture Dr. Gurcharan Dass, Principal JCDM College of Engineering presented a token of Love to Mr. Anshul.  Mrs. Lekha Bhambhu, HOD (CSE/IT) presented the vote of thanks for the valuable and inspirational words of the speaker and special thanks to Dr. Vinod Garg, Dean R&D for availing such a great resource person for us. All the faculty members and final year students of CSE/IT were present in this lecture.

Sirsa, that used to be a sleepy dusty town 3 decades ago was best known on the Auto front as a city of Tractors, Jeeps, Marutaa, and Scooters, is now fast becoming a flashy city with the youth wearing the best of the branded clothes, riding costly bikes and driving top notch cars. In the recent years several of the top car brands have made a silent entry in the city, following Maruti, Tata, Mahindra and Premier motors, which are still considered to be ‘Aam Aadmi’ (common-mans) brands, several high end brands have set up their dealership network in Sirsa. After Hyundai, GM, Chevrolet, Nissan and Ford, German Giant’s Volks Wagen, opened its dealership in Sirsa yesterday. Watch in the Video: The proprietor and MD of the new dealership, Shravan Gaddwal, while talking to SirsaNews, said that VW is known for quality safety and reliability and it shall have an assurance of several types of warranties and good service backup at the Sirsa outlet. In another Video-The sales executive of the VW explained several features of the VW cars and also corrected that the right way to pronounce the German word VolksWagen is - ‘Folks-Vagon’.

Of course, Kejriwal has created a sensation by attacking  Sonia Gandhi  and exposing Robert Vadra for amassing easy property through the  benevolence of  DLF.  He has touched where it hurts most. The Congress party is ill at ease to guard Vadra and his sudden meteoric rise in his business venture. He seems to have had an easy way to real estate by virtue of being the son-in-law of the first family.  So far, no one dared to point a finger at Priyanka or her husband. The opposition parties were looking for juicy news about them all these years, but none came. Even Priyanka’s villa near Shimla (made and re made) was not highlighted. But, Kejriwal has done it, and the media is lapping it up. So far, so good.  But is that what the new party of Kejriwal will survive on – attack individuals and hate  Congress politics?  It will be similar to Pakistani politicians sustaining on hate India attitude, and claim J& K.  This is a negative and weak foundation for the rise of any nation or a new political party, for that matter.
 Kejriwal and his team have pitched  the aim of their new political party ( yet to be named)  “ to change the nature of politics” rather than winning elections. I think it is a non starter. The instruments of change in political agenda do not lie in attacking big wigs for corruption.  For a new political party to succeed, even to make a difference in the thinking of people, it is the masses who matter. Will masses support Kejriwal or vote for the old party candidates in the forthcoming elections, is the moot point.  In politics, you are counted only if you get votes. If  Kejriwal fails to win an election, then all his big talk will come to a naught. Because, it is the elected members  in the Parliament who govern the country in a democracy.  In case, Kejriwal wanted to only fight corruption without winning elections, then he should have stayed with Anna. It is not easy to combine a social movement with politics. It does not work that way in a heterogeneous country like ours where caste based politics dominates. 70 percent of the voters are very poor, and do not survive on moral lectures. Honesty and competence do not mean much to them. They may gather in thousands, as crowds, at the Ramlila Maidan, and shout slogans ( as you direct them), but when it comes to voting, it is a different scene all together. They want money and favours from the candidates.  So, when elections come, the politicians feed them with both. How will Kejriwal face this challenge? He can do neither.  
Now that Kejriwal has taken a leap into active politics, he has to learn the game. You can change the national politics only if you are in power, or at least in the Parliament  and state assemblies, in good numbers. He should look at the regional parties like the SP, BSP, INLD etc and analyse the mechanics of their functioning. Then, make a realistic strategy, and take support from other parties. He cannot fight in isolation, not in politics, may be as a social crusader.  
So, If  Kejriwal wants his party to succeed, and make a difference, then winning elections is a must. He should focus his energies and   go all out to win as many seats as possible in the Delhi assembly in 2013, and  2014 general elections. Then only, he can influence the quality of  national politics, and have a say in law making, including the Lokpal  Bill.
