Mr. Sameer Dhingra, Sr. Lecturer at Lord Shiva College of Pharmacy, Sirsa and a Research Scholar of Guru Jambeshwar University of Science and Technology, Hisar presented a paper “Stress Models of Depression” in International Symposium on Advances in Neurosciences & Silver Jubilee Conference of the Indian Academy of Neurosciences that was held at Banaras Hindu University, Varanasi, India in the last week of November 07.The theme of the Conference was “Molecular and Cellular Basis of Brain Functions and Disorders”. It encompassed various topics including brain development, regenration and aging, neurotransmitters, neurophysiology and neuroendocrinology system neurobiology, disorders of the nervous system etc., which were attended by a large gathering of scientists from different parts of the world. Mr. Dhingra told Sirsa News that the presentation was appreciated from all fronts and there was a fruitful interaction with the neuroscientists from various countries.

Mr. Dhingra appreciated the democratic set up of the management of Lord Shiva College of Pharmacy and said that this college encouraged its faculty members to participate in such symposiums.

Mock exercise by fire fighters, first aid experts and other rescue personnel were demonstrated at Sirsa Education Society (SES) Parisar for two days following series of incidents of fire in Sirsa in last couple of months. The first major fire was on Diwali Eve which was luckily casualties free, and the latest being at Mal Godam Road Gurdwara Sirsa where two women were charred to death. In between were also there were incidents of fires in some shops.

At Maharaj Aggarsain School Auditorium a fil was screened to educate students about perils of doing drugs. DSP Partap Singh and SHO Manoj Verma also saw the film along with the students and the staff of MAS.

Fire at Gurdwara Singh Sabha Mal Godam Road lead to two fatalities
An elderly woman and her daughter were killed in a fire that broke out in the store room of Gurdwara Singh Sabha here late last night, police said today.
Fire fighters controlled the blaze at the gurdwara, near the railway station, after an hour but were unable to find the bodies of the women, they said.
They said a police team led by city SPO Shish later traced the bodies, which were reduced to skeletons, and forensic experts called to assist in the post-mortem.
The Gurdwara 'granthi' claimed that the women were Reshma Devi and her daughter Kamlesh as they had been living there for sometime.
He said the fire might have fanned out from an 'angethi' (charcoal heater) kept there to keep warm but he was unaware about it until locals in the area raised an alarm.

Union Ministry of Panchayati Raj has identified two districts of Haryana namely Mahendergarh and Sirsa for facilitating the preparation of perspective Plan for the 11th Five Year Plan period and annual plan for 2008-09 under the Backward Region Grant Fund(BRGF).

Haryana Government spokesman said that the Ministry had also released a grant of Rs. 10 lakh for SIRSA district as Central assistance under (BGRF) programme for preparation of Comprehensive District Plans.

He said that with a view to assist the districts in the preparation of the Districts plans and facilitating the participatory process, the Planning Commission and Union Ministry of Panchayati Raj had prepared a panel of Technical Support Institutions. The institutions which would assist the two districts of Haryana for preparation of Plan included National Bank for Agriculture and Rural Development (NABARD) and Centre of Research for Rural and Industrial Development (CRRiD).

The teams formed by these institutions would visit the districts assigned to them and hold discussions with the district officers working in the development sectors and Panchayats at the 3 tiers to clarify the process.

A state seminar was organized by Haryana State Legal Services Authority (For more details of HSLSA visit: http://www.hslsa.nic.in/ ) at Sirsa Police lines Grounds yesterday, the seminar was presided over by Chief Justice of Punjab & Haryana High Courts, Mr. Justice Vijender Jain, and CM Haryana Mr. Bhupinder Singh Hooda. Addressing a legal literacy seminar on “Eradication of female foeticide and drug de-addiction” organised by the Haryana State Legal Services Authority at Sirsa, Haryana Chief Minister Mr. Bhupinder Singh Hooda said that legislative, executive and judicial efforts were not enough to eradicate female foeticide and drug de-addiction.

He was obviously taking the clue from what Dr. Ved Beniwal Chairman ISBTI Haryana had highlighted in his address that banning of the prenatal tests to ascertain the sex of the foetus had been successful but this alone is not enough, the number of prenatal tests leading to female foeticide might have decreased, but the drop in number of such tests has translated in cases of abandoning and throwing away of new born female infants in dustbins and here and there. The Chief Minister asserted that these social evils could be nipped in the bud with active participation and cooperation of every section of society by making it a mass movement. He stressed on the need for effective implementation of the Pre-natal Diagnostic Techniques Act, 1994, Mr. Hooda said the State Government had implemented it in letter and spirit.

The Government had launched several welfare schemes like Ladli, Indira Gandhi Kanya Shagun Yojana, two per cent rebate on stamp duty in property matters, 10 paisa per unit exemption in electricity bills and 25 per cent reservation in technical institutions for the welfare of women, he pointed out. Education had also been given utmost priority, he added.

The CM, Mr. Bhupinder Singh Hooda also announced a reward of Rs.5 lakh for the village that would excel in checking female foeticide and drug de-addiction at the State level and Rs.1 lakh at the district level.

The Chief Justice of Punjab & Haryana High Courts, While admitting that Sirsa district, surrounded by Rajasthan and Punjab, was worst affected by the problem of drug addiction, called upon all social organizations to help in eradicating these social evils.

The Chief Justice of Punjab and Haryana High Court who is also Patron-in-Chief of the Haryana State Legal Services Authority, Justice Vijender Jain, said that female foeticide was a major sin. It was a harsh reality that even after enactment and implementation of laws, human attitude towards solving such social evils had not fully changed so far.

Justice Vijender Jain asserted that the concept of woman empowerment could not be successful without eradication of female foeticide.

Haryana Health Secretary Navraj Sandhu informed that the State had made about 6,000 inspections, seized more than 100 ultra sound machines and suspended 165 licences for effective implementation of PNDT Act, 1994.

Deputy Commissioner Sirsa, Mr. V. Umashankar said with the efforts of the district administration and 29 NGOs, 178 villages had been adopted to eradicate female foeticide and drug de-addiction. (See Sirsa NEWS Exclusive Video Clip of V. Umashankar)

The Executive Chairman of the Haryana State Legal Services Authority, Justice Adarsh Kumar Goel, Justice R.S. Madan and Justice Nawab Singh, Justice PPS Mann along with many other senior officers were among those present.

The lectures at the seminar were supplemented by various cultural items staged by various groups; the choreography by Sanjeev Shad of Dabwali was applauded greatly it was enacted by students of Haryana People Public School Mandi Dabwali.

The Branala leading to the Seminar Venue was lined up with eye catching billboards against female foeticide and drugs put by MDLR Airlines, IMA Sirsa, and some other social organizations.

The seminar was attended by IMA doctors, Academicians, Lawyers, and large number of Women and men from villages of Sirsa as well as by Panches, Sarpanches, Health workers and paramedics.
Two books and a CD were also released in the seminar.

Sirsa is twice lucky and not shy in sports anymore. After Sardar Singh’s feat at Asian Men’s Hockey Cup, lady luck has stricken again, more than half a dozen of Sirsa Girls brought laurels to SIRSA once again by making the Indian team win the 12th Asian Women’s Roller Skating Hockey Champion Ship held at Kolkata recently.
These players were welcomed by citizens and were honored by the district administration at program held at Panchayat Bhawan presided over by the Deputy Commissioner Sirsa, Mr. V Umashankar. The girls, who are students of Shah Satnam Ji Girls Education School, are captain Sandeep, Puja, Sonali, Yashdeep, Milan, Mira, Gurpreet and Sabdeep. The best scorer award of the tournament was bagged jointly by Sandeep and Yashdeep, while the best player award was won by Yashdeep. The championship was held in Kolkata from November 28th to December 2nd. Mr. V. Umashankar who takes keen interest in promotion of sportspersons said that while Sardar Singh has been awarded cash prize of Rs. 10 lakh, which has been now duly sanctioned by the State Government, the names of these Girls shall also be recommended to the State Government.

Dr. KV Singh OSD to CM Haryana has been nominated as member of prestigious Medical Council of India (MCI).

Dr. KV Singh did his MBBS degree from Sardar Patel Medical College Bikaner, Rajasthan in 1972 and joined as Medical Officer in Haryana Government in 1974. He remained in the service as Medical Officer upto 1994. He worked as OSD to Chief Minister Haryana in the year 1987-88 and OSD to Deputy Prime Minister of India from 1988 to 1989.
At present, he is working as OSD to Chief Minister Haryana, Mr. Bhupinder Singh Hooda since March, 2005.

The Medical Council of India was established in 1934 under the Indian Medical Council Act, 1933, now repealed, with the main function of establishing uniform standards of higher qualifications in medicine and recognition of medical qualifications in India and abroad. The number of medical colleges had increased steadily during the years after Independence. It was felt that the provisions of Indian Medical Council Act were not adequate to meet with the challenges posed by the very fast development and the progress of medical education in the country. As a result, in 1956, the old Act was repealed and a new one was enacted. This was further modified in 1964, 1993 and 2001. Some of the objectives of the Council are: Maintenance of uniform standards of medical education, both undergraduate and postgraduate.
Recommendation for recognition/de-recognition of medical qualifications of medical institutions of India or foreign countries.
Permanent registration/provisional registration of doctors with recognised medical qualifications, Reciprocity with foreign countries in the matter of mutual recognition of medical qualifications.

A jubilant Veerbhan Mehta said that the rally at Rohtak was a runaway success where unprecedented attendance of Haryanvis has already given a virtual mandate to Kuldeep Bishnoi as future CM of Haryana.

Mr. Veerbhan Mehta demanded implementation of President’s rule in Haryana owing to beating of MLA Rakesh Kamboj, attack on media persons etc. A memorandum to this effect shall be given to President of India through the DC Sirsa on 6th of December.

A state level joint annual conference of IMA (Indian Medical Association) College of General practitioners and ISBTI (Indian Society of Blood transfusion and Immunohaematology) was held at Panchayat Bhawan Sirsa today. Delegates from all over Haryana as well from Chandigarh attended the day long conference, which also had expert lectures fortified with slide show presentations on various medical issues.

The Chief Guest on the occasion was Mr. Yudhveer Singh Khialia, A.D.C. Sirsa, who himself is a crusader of the voluntary blood donation movement. The theme of the meet was use of Blood Components. The notable speakers on the occasion were Dr. Neelam Marwaha, Prof and Head Transfusion Medicine at the PGI Chandigarh and Dr. R. R. Sharma Associate professor P.G.I. The meeting was hosted by Sirsa branch of IMA under the Chairmanship of Dr. G.K. Agarwal, President IMA Sirsa Chapter, while Dr. Manisha Mehta was the Organising Secretary. Dr. Vinod Tayal, President IMA Haryana was the Guest of Honour. Other notable dignitaries present on the occasion were Dr Ved Beniwal, President ISBTI Haryana, Dr V K Sood Secretary IMA Haryana State, Dr P R Kayasth, C M O Sirsa, Dr R M Arora, Director IMACGP Haryana, & Dr R K Mehta, Secretary IMACGP Haryana. The meeting was attended by over 150 delegates from all over Haryana. Delegates from places as far away as Rohtak, Palwal and Ambala also attended the meet in addition to delegates from Sirsa, Fatehbad, Ellenabad Dabwali, Rania and Kalanwali.

On this occasion a souvenir was also released by Dr. Anjani Aggarwal on behalf of IMA Sirsa.
Dr Neelam Marwaha spoke mainly on advantages of using blood components in place of whole blood where ever possible. She stressed on the need and indications for use of blood components in various diseases and also on how we can benefit two to three patients with a single unit of blood by using blood components instead of whole blood and also minimize risks of adverse transfusion reactions. She also called upon the Medical Fraternity to come forward and motivate people for voluntary blood donations. Earlier in the day she visited the local Shiv Shakti Blood Bank and was all praise for the efficient and professional management of the Blood Bank.She appreciated the high standard of services provided by the Blood Bank. Dr R R Sharma spoke on causes of adverse reactions and how we can prevent adverse transfusion reactions. Both the speakers later answered all the queries of the delegates.

Dr G K Agarwal later told SIRSA NEWS that Blood Component therapy is now available at Sirsa .This has been made possible because of installation of component separator machine in the local Shiv Shakti Blood Bank. Now patients with Dengue fever who need platelets will not have to be referred outside Sirsa for want of platelets. Similarly patients with haemophilia and bleeding disorders will benefit immensely from this.

On this occasion one of the two, recently procured modern and fully equipped ambulances of trauma centre of local Civil Hospital was also on display so that maximum doctors could see it and make use of it in future for their needy patients.

The Chief Guest Mr. Yudhveer Singh Khialia delivered a motivational talk on "How to reorient your lives" which was liked by everyone present in the auditorium.

The meet finally concluded with Dr G.K. Agarwal thanking the delegates and everyone involved in making it a success.
